With ref. to your desps: We 14 of the 18th Ult. I have to transmit to you the accompanying copy of a letter from the Col: Off. Together with extracts from the "Overland China Mail" of the 24th & 26th of May, containing an account of an appalling tragedy, which has occurred on board the coolie vessel "Bon Jean" formerly known as the "stores Ugarte."
I have recently, as you are aware, had occasion to allude to cruelties practised towards coolie Emigrants shipped in this same vessel, & it is a matter of deep concern to us that I have had to call the attention of the Portuguese Government to further horrible occurrences.
